She must be itching a LOT. To relieve the itching, put a cool compress of vinegar, 1 Tblsp to 1 Cup of cool water.

Do not soak her back, put a compress on and then remove after 5 or 10 minutes. She may not have a flea bite, it could be sign of a Hot Spot, you need to bathe her in anti-itch shampoo, being very careful to rinse her really a lot.

I was really worried and rushed him in thinking maybe it was a spider bite or something. The vet said it was just a hot spot, shaved the area to keep the fur from acting like a wick, applied some salve and gave me a tube of it to bring home and put on it. It cleared up fairly quickly.
